The Challenge

BC Transit needed to modernize how it delivered information to customers and stakeholders. Public expectations for real-time, mobile-friendly access to transit schedules and service updates were increasing, and the existing digital platforms required enhancement to meet these demands.

The organization’s objectives were broad and strategic.

First, to provide accurate and accessible customer information for bus schedules, service updates, and transit-related communications.

Second, to enable customers to subscribe to SMS route alerts and submit feedback or comments directly through digital channels.

Third, to create a secure internal and partner-facing website for corporate communications and collaboration.

Finally, to support government Open Data initiatives by providing accessible, open-source transit schedule data for developers and third-party applications.

Delivering this required a platform capable of handling public-facing traffic volumes, ensuring high availability, supporting integration with backend systems, and maintaining strong governance standards within a public sector environment.

The Solution

DSP-Eclipsys delivered a comprehensive digital transformation program built around Oracle WebCenter technologies.

The engagement began with UX design and application architecture planning to ensure an intuitive, user-centered experience across both public and internal portals. Hardware architecture was also designed to support high availability and scalability requirements.

DSP-Eclipsys then developed and implemented a hosted Internet and Extranet platform using Oracle WebCenter Portal and WebCenter Sites. The solution enabled dynamic publishing of transit schedules and service updates, SMS route alert subscription capabilities, online customer feedback submission, and secure access for internal staff and partners to corporate resources.

The infrastructure was hosted on Oracle Database Appliance (ODA), providing a resilient and optimized platform for database performance and application stability.

In addition to development, DSP-Eclipsys provided ongoing hosting and managed services, ensuring system monitoring, performance optimization and high availability over the long term.

The Result

BC Transit successfully launched modern, responsive, and mobile-friendly websites that significantly improved digital engagement with customers.

Passengers gained reliable, easy-to-access transit information, real-time communication through SMS alerts, and streamlined channels for submitting comments or feedback.

Internally, staff and partners benefited from a secure extranet platform that improved corporate communication and information sharing.

The hosted environment on Oracle Database Appliance delivered strong system performance and high availability, ensuring uninterrupted access to essential public services.

Business Outcomes

The project delivered meaningful benefits for both BC Transit and the communities it serves.

✅ Improved digital accessibility enhanced customer experience and strengthened public trust. Mobile-friendly interfaces ensured transit information was accessible wherever passengers needed it.

✅ The introduction of SMS route alerts improved real-time communication, increasing passenger satisfaction and operational transparency.

✅ By supporting government Open Data initiatives, BC Transit enabled innovation and third-party development, extending the reach of transit information beyond its own platforms.

✅ The highly available managed infrastructure reduced operational risk and ensured consistent service delivery in a public sector context where uptime is critical.

✅ Over seven years of partnership, the solution has evolved alongside BC Transit’s digital strategy, ensuring continued alignment with technological advancements and citizen expectations.
